make sure you're you're the proper class. only forces, techers, bouncers, and summoners can natively use techniques, so you'll need to have one of those classes be your main class or subclass in order to do so

alternatively, just hard refresh via ctrl+f5

Yeah we're working on a way to send out notifications whenever there's an update so you'll know to clear you cache. This update contains the ajax update for the spellbook, which allows you to chose the conditions of your spell without going to a new page.
