Fundamentally they're similar, but it can be argued that buying a PC built to spec is still a DIY process, you're just paying someone else to do the manual labor. It can still be tweaked or upgraded/downgraded at any time once you have the machine.

With a console, you're buying it with the expectation it is going to be completely stand alone. You cannot turn an Xbox One or XBox One S into and XBox One X because the schematics necessary to replicate their build are behind lock and key of Microsoft's developers. You would likely need more extensive knowledge of their hardware, and if you want to mod it beyond that point it will be even more manual work than putting your PC together. This can equally be said for PS4 ->PS4 Pro, except that SONY has a strong handle on most of their IP in the market, and do not offer their tech and in most cases individual parts in the open market. Any modding you do to their consoles is entirely bootleg.

They're in every right to do so, because if they create the console experience to be as whole customizable as the PC market, they immediately alienate the very market they thrive on: People looking for convenience. The worst thing you can do as a company is give people too many options out of the gate, even if they are paying premium for the high tech. This is why Apple does so well, their tech is extremely strong in terms of ergonomics and everything they release directly negates the previous model and wipes it off the market as obsolete. Consoles are very much the same way.
