I can't size the sunhat to fit III's head, but the santa hat can. I'd say make them all have a big base size.

They can all be sized to a maximum of 120px I believe

EDIT: The solution is probably to just increase the max size; the sunhat is wider than most other gear which is why it appears to be smaller.
