Idea: EXP Bounties for Fixing Bugs

Examples:

- 250 EXP for making URLs auto-parse to clickable links
- 500 EXP for improving thread lag on mobile devices
- 1000 EXP for fixing all the iPhone issues

(These would only apply to people outside the "Developer" group who just want to help)

problem is the first boolean parameter for the function is `isstring`. true means that the argument passed is a username rather than a uid. false means it's a uid. you were passing in a uid and saying it was a username, so it would try to remove the experience from a user with a username matching the uid. luckily there was no user @70 or they would be very poor Sad
