What's the dispersion of glass shards like in the Residential District? Are any of the glass shards lying loose (i.e. not next to the body) bloody?
Also, what's the concentration of blood on the table - is it largely concentrated in one area? Is there blood on the ground directly underneath the table? Are there any shards (bloody or otherwise) in the house?

Some are in the house, some are stuck in Pea, some are just lying in either place. The only ones that really seem to be bloody was the ones in Pea and near the blood splatter itself though.

The blood on the table seems localized largely to one area near the corner. The blood is mostly on that corner, but there's some on the ground around the table. Not much though, it seems like the wounding was mostly blunt.

The answer's simple: he needed an excuse to have been there in case he was seen.
Because he didn't just go in and cause random destruction - he took that elevator nice and early, and he... killed him. That's why he blew up the Armory, thought it would cover his trail. He grabbed one of those guns and... bashed him right over the head with it. Dragged him into that house, beat him to death and... left him there for that monster shambling around...
As the for vodka... he remembered where Dr. Crane dumped it, and grabbed it from there. I don't know how I know, but I get the feeling that he must've known what Crane was up to.
